TLDR: No parking allowed from 4-6pm apparently? Parked here at 5pm on a Friday and tried to pay. Both the app and the pay station told me that parking was not allowed at that time, even though no signs said parking was prohibited. The app told me that parking wasn't allowed from 4-6pm. I think you could fight a ticket if you get one, because there are no signs.
